Non-Commercial Goods Clearance

An Importer or his/her authorized agent is required to submit a declaration using the Simplified Single Administrative Document (SAD) for all imported non-commercial goods on which duty is to be collected. A typical declaration includes the following:

  • Name of Importer
  • Port or Clearance office
  • Manifest Registration Number
  • Bill of Lading / Airway Bill Number
  • Number and type of Packages
  • Weight
  • Freight Charges
  • Description of Goods (must be completed when applicable)
  • Customs Value EC$ (must be completed when applicable)
  • Tariff Number
  • Invoices
  • Import Licences
  • Permits and Certificates where applicable
  • Insurance Certificates showing premium if goods were insured

Importers must obtain an authorized stamped Simplified SAD from the shipper or consolidator (agent), purchase stamps in the amount of $5.50 to be placed on the Simplified SAD before proceeding to the Customs Area.

An entry pass should be obtained from Grenada Ports Authority (GPA) and proper identification in the form of National ID, Driver's Licence, Passport, etc. is required by port security to access the main gate.

An interview will be conducted by a Senior Customs Official and the completed Simplified SAD will be reviewed to determine whether or not physical examination is required.

If physical examination is required, an examination officer will examine and value the goods. Please note, the onus is on the importer or his agent and not the Customs Officer, to open, unpack, re-pack and seal packages before and after examination. When necessary the importer or his agent must provide certain tools to facilitate the examination of goods. The importer will then proceed to the SAD officer for processing and payment.

If physical examination is not required, the interviewing officer will accept the declared value and the importer will then proceed to the SAD officer for processing and payment.

The SAD officer will issue a receipt and release order upon receipt of payment.

Importers will the pay GPA port charges (in the case of sea freight) and obtain an exit pass. The exit pass should be shown to port security in the transit shed before exiting with goods and to port security at the exit gate.

Importers are reminded that there are penalties for breach of the Customs Laws and Regulations, for evasion of duty, taxes and charges, and for evading requirements regarding prohibitions and restrictions.

Consult a Customs Officer in all instances of doubt and uncertainty.

  • Obtain GPA entry pass and present picture ID to port security at main gate and proceed to transit shed to collect goods.
  • Present completed documents to interviewing Officer to determine whether or not goods require physical examination.

  • Obtain Release Order and receipt
